L’Association Internationale de la Mutualité et ses partenaires la Mutuelle de la Fonction Publique du Burundi (MFP), la Plateforme de concertation des Acteurs des Mutuelles de Santé au Burundi (PAMUSAB), la Fédération Nationale de la Mutualité Française, le Programme PASS, le Programme MASMUT ont le plaisir d’annoncer la tenue sous le parrainage du Ministère Burundais de la Solidarité Nationale, des Affaires Sociales, des Droits de la Personne Humaine et du Genre, les 3 et 4 février 2025 de la conférence mutualiste internationale de Bujumbura. La conférence aura lieu en présentiel ainsi qu’en ligne avec le titre “Objectif couverture santé et protection sociale universelle en Afrique – S’appuyer sur les mutuelles comme acteurs-clés de l’économie sociale et solidaire”.

La conférence de Bujumbura se place dans la continuité des engagements pris par l’AIM d’animer et de soutenir le développement des mutuelles de santé en Afrique afin de relever le défi de l’enrôlement durable des populations au sein de systèmes de santé et de protection sociale forts, accessibles et de qualité. Nous remarquons que la Déclaration de Dakar ainsi que la Plateforme de Lomé ont renforcé la mutualité en tant qu’interlocuteur des pouvoirs publics au sein de la société civile et de l’économie sociale et solidaire dans le cadre de l’adoption des plans relatifs à la réalisation de la couverture santé et protection sociale universelle. Pourtant, les progrès concrets menant à une opérationnalisation du rôle des mutuelles pour étendre ou assurer aux populations l’accès à la protection sociale en santé ne sont toujours pas uniformes. Dans certains pays, le cadre légal n’a pas connu d’évolution majeure ce qui représente une occasion manquée pour les populations.

L’évènement se tiendra également dans un contexte international précis. La Résolutions de l’Organisation Internationale du Travail (OIT) concernant le travail décent et l’économie sociale et solidaire et de l’Organisation des Nations Unies portant sur la promotion de l’économie sociale et solidaire au service du développement durable comprennent des appels clairs à destination des gouvernements qui offrent au mouvement mutualiste l’opportunité de se mettre en avant au sein de l’économie sociale, dans la réalisation des Objectifs de Développement Durable. Les récentes Conclusions des travaux de l’OIT sur le travail décent et l’économie du soin reconnaissent par ailleurs le rôle des entités de l’économie sociale dans la délivrance de soins de santé. L’Union européenne a également adopté sa stratégie de santé Mondiale, qui reconnaît que les progrès faits en direction de la couverture santé universelle ont été effacés par la crise de la COVID-19.

Au vu du contexte exposé précédemment et des défis toujours rencontrés par les population et le mouvement mutualiste, les objectifs de la conférence sont les suivants :

• Réaffirmer l’importance de réaliser la couverture santé universelle sur le continent d’Afrique ;
• Prendre note des développements qui se sont produits depuis 2022 et la Déclaration de Dakar ainsi que depuis 2019 et la Plateforme de Lomé ;
• S’appuyer sur le contenu des Résolutions de l’Organisation Internationale du Travail et de l’Organisation des Nations Unies pour amplifier le plaidoyer au niveau national.

Le public visé est le mouvement mutualiste burundais, africain et international, les décideurs politiques nationaux burundais, les représentants d’organisations internationales, les représentants d’agence de développement et de bailleurs de fonds ainsi que l’Union Africaine.

The Association Internationale de la Mutualité and its partners the Mutuelle de la Fonction Publique du Burundi (MFP), the Plateforme de concertation des Acteurs des Mutuelles de Santé au Burundi (PAMUSAB), the Fédération Nationale de la Mutualité Française, the PASS Programme and the MASMUT Programme, under the sponsorship of the Burundese Ministry of National Solidarity, Social Affairs, Human Rights and Gender, are pleased to announce that the Bujumbura International Mutualist Conference will beheld on 3 and 4 February 2025. The conference will be held face-to-face as well as online under the title “Targeting health coverage and universal social protection in Africa – Relying on mutuals as key players in the social and solidarity economy”.

The Bujumbura conference is a continuation of the commitments made by AIM to encourage and support the development of mutual health organisations in Africa in order to meet the challenge of enrolling populations on a sustainable basis in strong, accessible and high-quality health and social protection systems. We note that the Dakar Declaration and the Lomé Platform have strengthened mutuals as an interlocutor of the public authorities within civil society and the social and solidarity economy in the context of the adoption of plans to achieve universal health cover and social protection. However, concrete progress towards operationalising the role of mutuals in extending or ensuring people’s access to social health protection is still not uniform. In some countries, there have been no major changes to the legal framework, which represents a missed opportunity for the population.

The event will also be held in a specific international context. The Resolutions of the International Labour Organisation (ILO) concerning decent work and the social and solidarity economy and of the United Nations promoting the social and solidarity economy for sustainable development include clear calls for governments to give the mutualist movement the opportunity to play a leading role in the social economy, in order to achieve the Sustainable Development Goals. The recent Conclusions of the ILO’s work on decent work and the care economy also recognise the role of social economy entities in the delivery of health care. The European Union has also adopted its Global Health Strategy, which recognises that the progress made towards universal health coverage has been wiped out by the COVID-19 crisis.

In view of the context described above and the continuing challenges faced by the population and the mutualist movement, the objectives of the conference are as follows:

• Reaffirming the importance of achieving universal health coverage on the African continent;
• Take note of developments since 2022 and the Dakar Declaration and since 2019 and the Lomé Platform;
• Use the content of the Resolutions of the International Labour Organisation and the United Nations Organisation to amplify advocacy at national level.

The target audience is the Burundian, African and international mutualist movement, Burundian national policy-makers, representatives of international organisations, representatives of development agencies and donors, as well as the African Union.
