Human Resources for Health

Accelerate progress towards universal health coverage and the UN Sustainable Development Goals requires progress on access to health workers.  All World Health Organization (WHO)  members states have been invited to renew commitments towards universal health coverage, including equitable access to health workers within strengthened health systems and more recently to develop and submit a strategy for human resources for health (HRH).  Be-cause health members call to rally for and apply the WHO “Code of practice on the international recruitment of health personnel“. Be-cause health remains open as a forum to share field experiences and research on the topic.

As a group, Be-cause health members in 2009-2010 organised a consultation process on the WHO “Code of practice on the international recruitment of health personnel“.   Be-cause health promotes the application of the WHO code in Belgium. Therefore, we have elaborated a charter on human resources for health signed by various Belgian Development Cooperation actors.

Be-cause health members active in the working group on human resources for health exchange field experiences, policy development and research findings on the theme of migration and brain drain.

Be-cause health members active in a working group on human resources for health – a potential reference group concerning Human Resources for health within the Belgian development two axes :

  • Capitalising good (and bad) practices concerning HRH, collecting experiences and providing access to case studies and new findings
  • Feed reflection – based on field experiences, policy development and research findings  – on the theme of migration and brain drain of human resources for health.

Overall the group contributes to a policy environment whereby development organizations better integrate HRH strengthening in their interventions, and support partner countries in drawing up their policies and development plans in the field of HRH.
